6 LTP Delivery 2001 - 2006

The first LTP identified a five year investment programme that was developed to provide outcomes in support of it's overarching transport aims.

The full utilisation of funding and the delivery of schemes on the ground has been a particular strength throughout the first four years of the programme period.  For each of these years, we have allocated the full LTP capital settlement to transport, as well as adding value from our own budgets.

We have been pleased that we have been consistently able to draw down additional funds from a variety of sources in order to build on the capital settlement from Government.

Throughout the period to date, the programme delivery has been maintained at a consistently high level, with annual delivery targets being met.

Progress against targets has been monitored and reviewed.  The Tabel below sets out a summary of performance against the main core targets. Of a wide range of local targets set out in the Plan, around 80% have been met or are ‘on track’.

Table 6.1 Performance Review on Core Targets for 2001-2005

Indicator

Progress

Comment

Public Transport - bus passenger journeys, proximity of households to services and punctuality

Not on Track

Good progress in some areas but disappointing overall result. This has been affected by service reviews and ongoing performance of main local bus operator.

Public Transport Satisfaction

On Track

Satisfactory progress given wider performance issues.

Road Safety – casualty reduction targets

On Track

Pleasing results, but more focused road safety strategy needed for LTP2.

Congestion and Environmental Impacts – walking and cycling

Not on track

Unsatisfactory progress in these areas. Strategies need be reviewed and refocussed to address in LTP2.

Congestion and Environmental Impacts – rail and sea freight

On track

Satisfactory progress. Needs a renewed focus in LTP2 but must be within context of national issues.

Road Maintenance – principal roads zero residual life, % structural maintenance needed for non-principal and unclassified roads

On track

Good performance indicated throughout period to date. Need to develop overall Asset Management Plan within LTP2.

In line with the LTP2 Guidance, we will be submitting a full report on success in delivering the first LTP in July 2006.
