2 Overall Impact of the first Local Transport Plan

Prior to the introduction of the LTP1, brought in following the Government’s White Paper ‘A New Deal For Transport’ in 1998, Cornwall’s transportation capital budget was considered and allocated annually via the Transport Policies and Programmes (TPP) procedure.  This procedure allocated funds between a variety of strategic areas, including:

  • Transport Packages
  • Local Safety
  • General Minor Works
  • Principal Roads Structural Maintenance
  • Assessment, Strengthening and Structural Maintenance of Structures
  • Major Schemes

Whilst set in the context of appropriate policies, it was inward focused on specific transport schemes and did not necessarily provide for the breadth of delivery expected of a modern holistic approach required to achieve wider quality of life outcomes.

The LTP1 saw a step change in the planning of transport related delivery and introduced a forward looking approach for the next ten years or beyond, together with a comprehensive five year investment plan. Transport authorities were required to work in a broader strategic and policy context, consult more widely, work in partnership, look to support social, economic and environmental agendas, set demanding performance targets, continuously monitor and review and respond to changing scenarios.  The LTP1 process was more helpful than the TPP in informing spatial strategy decisions at local, county and regional level.
