5.5 Planning Frameworks
It is critical that physical access for the bus is built into the design of new residential areas throughout the County. This has not automatically happened in the past and there are examples where new housing estates are being built with no physical means for the bus to penetrate. This is enforcing the philosophy that people have to own a car to enable access to services in Cornwall. There is a need to ensure that this problem is initially addressed through planning concepts set out in Local Development Frameworks and Supplementary Planning Guidance (through the use of Section 106 agreements as appropriate). However, the key stage is to ensure that these 'designs for bus' issues are appropriately planned for within both the site phasing and detailed planning stages. This will be in accordance with the preparatory work that was carried out to feed into the development of the Regional Transport Strategy.
